1940 Red Cross cancelled postage dues Palestine-Switzerland cover, 2 tax methods

Description: Rare WWII era cancelled postage dues + 2x taxation methods: 7 Jan 1940 postmarked surface mailed cover sent from TEL AVIV - couriered as return addressed Kibbutz Shamir at post office box address in HAIFA - and addressed to International Red Cross in GENEVA Switzerland; franked 10 mils - but this was short paid for the period 15m rate to non-UK destinations. The cover was marked on front for postage dues with T taxe mark & charged twice the deficiency in gold centimes, here 15c at the period 1.4g ctm rate per 1m (likely rounded up). The cover was opened & sealed with red PC22 label by censor 70/5633. In Switzerland the policy towards calculating postage dues was was not based on converting the gold centimes into local currency (eg. Rappen), but rather it was calculated by equating the country's foreign surface letter postage rate to that of the country of origin (whose postage paid was deficient) and doubling it: the Swiss would charge as tax twice the equivalent deficiency, so that if in Palestine this cover was short paid 5m (1/3 of the full postage), the Swiss calculated the deficiency as being 1/3 of the country's equivalent postage rate which was then 30 Rappen; the tax was calculated - as universally done - as twice the deficiency, so that the 10Ra deficiency became a 20Ra tax, and this was manuscript written on the cover - but unusually this was subsequently cancelled as per the pencil obliterations, likely as the addresee was the Red Cross - a rare instance of postage dues anullment, especially in WWII (where taxed mail in any case is scarce). Slit open at bottom.
