When the handlebar stem is folded, the two red pieces lock the stem in place, allowing the user to pick the scooter up and carry it along without it flopping about willy-nilly. The hook piece sports a small cable holder on the left side to hold the brake cable to the handlebar stem where it won't get snagged or tangled.
